Description
Fundacja Forum Obywatelskiego Rozwoju, FOR, is a Polish foundation established in March 2007 by professor Leszek Balcerowicz, who is its sole founder. It is governed by a Council, which oversees FOR’s activities and sets its main directions. A Management Board runs its day-to-day work, with a Programme Committee acting as an advisory body.
In its work FOR follows principles of transparency and non-partisanship. These are set out in an Ethical Code adopted by its Council in August 2007, and its activity is not profit-oriented. A separate Code of Good Practice, also adopted in August 2007, governs how FOR accepts donations, inheritances, bequests, grants and subsidies, and how it manages its reserve fund.
Commentators quoted on its own pages describe FOR as a well-functioning Polish think tank. They say it pushes politicians and society to think beyond a single electoral term. It also maintains a public debt counter as a warning against poor economic policy.
FOR is based in Warsaw. It publishes activity reports, including editions covering 2019 and 2020.
