Article 19 Mexico and Central America is an independent, non-partisan organization. It promotes and defends the progressive advancement of freedom of expression and the right to access information for all people. It works to the highest international human rights standards, and helps strengthen democracy. Its stated purpose is to help everyone seek, receive and share information, and express themselves in conditions of security, equality and inclusion.

Its vision is a region where people can express themselves freely, safely and on an equal footing, and exercise their rights to information and expression. This would let society take part in informed decisions about itself and its environment, in support of the full realization of other individual rights. The organization names transparency, integrity, consistency, collaboration, diversity, innovation and perseverance as its guiding values.

The global Article 19 organization was founded in London, United Kingdom, in 1987. It took its name from Article 19 of the Universal Declaration of Human Rights, which protects the right to hold opinions without interference and to seek, receive and impart information and ideas through any media regardless of frontiers. The office covering Mexico and Central America began operations in 2006, working across that region on freedom of expression and access to information issues.
