FIBGAR, the Fundación Internacional Baltasar Garzón, is a private, non-profit foundation. It works globally in defense of human rights and universal jurisdiction. It is headquartered in Europe, in Spain, and also has a presence in Latin America, in Mexico, Colombia, Argentina and Ecuador. It was founded in December 2011 to address issues its honorary president, the judge and magistrate Baltasar Garzón, observed over his career. Its board set the promotion of human rights and universal jurisdiction as its main objectives.

FIBGAR’s mission is to promote actions that strengthen a civic and legal culture based on peace, justice, the rule of law and good governance. These are ways to sustain democracy and counter human rights violations and anti-democratic threats such as impunity, corruption and organized crime. It works to spread, defend and advance human rights and the fight against impunity. It works to empower people as agents of change and to support initiatives that apply international justice and human rights principles.

In practice it says it focuses on defending the rights and dignity of victims and on strengthening public institutions so they respect human rights and act with accountability and transparency. It gives private institutions tools to contribute to fairer and more sustainable societies, and raises awareness among citizens, especially young people, so they become agents of change. The foundation takes part in several national and international coalitions and networks.

These include a platform for a Truth Commission in Spain, the Coalition for the International Criminal Court, of which it has been a member for more than a decade, and ALDA, the European Association for Local Democracy. It is registered in Spain’s National Register of Foundations and in the European Union’s Transparency Register, and its office is in Madrid.
