International Partnership for Human Rights

International Partnership for Human Rights, IPHR, is an independent, non-governmental human rights organization based in Brussels, Belgium. It was founded in the spring of 2008 by a team of human rights practitioners who had previously worked together for the Vienna-based International Helsinki Federation. It is registered as a non-profit association.

IPHR supports local civil society partners who operate in repressive environments and helps them raise human rights concerns at the international level. It works together with local and other human rights groups on monitoring, reporting, awareness-raising, capacity-building and advocacy, and it campaigns for accountability for human rights violations, including the most serious ones. It offers consultation services to other non-governmental organizations as well.

The organization focuses its work on Central Asia, the South Caucasus, Russia, Belarus, Ukraine and other countries of the former Soviet Union, and its work has extended to the Persian Gulf and the Middle East. It advocates before the European Union, the Council of Europe, the OSCE and the United Nations, and it is a member of several civil society networks, including the Civic Solidarity Platform and the EU Fundamental Rights Platform.

IPHR is governed by a General Meeting and a Board of Directors, with a director responsible for day-to-day management, and it publishes statements, appeals, briefing papers and reports, often jointly with partner organizations.
